Well, Mariko didn't know about the balls and at this time in their lives, Bulma probably looks to science as a means to fix things than running to the Dues Ex Machina.

Would BEArchive be shut down if SOPA or PIPA were passed? I was just thinking of all the threads which involve copyrighted characters and thus could be considered intellectual theft.

If the BEA were to get in trouble under SOPA / PIPA, I think it would more likely happen due to Forum or Gallery postings of copyrighted content. The Forum moderators already police that, but the acts might require more strenuous enforcement. You'd need to ask the Owner or the Forum Moderators about that...
The Addventure itself I'm not to sure about. Characters can't be copyrighted, they're trademarked, and I'm not sure if trademarks fall under SOPA or PIPA as well.
But even if the BEA doesn't shut down, it sounds like all it would take would be one copyright holder complaining to the Justice Department, and the complaint being upheld, for the BEA's domain to be blocked by ISPs.
But hell, I don't know. See what the Forums think.
