Holy crap! Someone else who knows what JoJo's Bizarre Adventure is! ORAORAORAORAORAORA!!!
Still you're kinda jumping the shark a bit too early on this one. Keep it basic for now but later after a few fights and Amelia is either wiping the floor with the Scouts without challenge or being foiled at every turn you could have her make a wish like, "I wish things were more interesting." and suddenly BOOM! The strings of fate (or "Gravity" as it's sometimes called in JJBA) start pulling in new players like no tomorrow.
When that day comes however, I second the decision for a Light Yagimi general and Misa body guard, so long as you can pull it off.
On a side note there was a WR story with Code Geass with Lelouch having the stone that was partly being writen by Cross C. Misa was going to join Lelouch's growing harem but it stopped before she was introduced. Go give it a look if you like:

One of the reasons I think this story could be great is because the main character, Amelia, isn't trying to acheive her goals as soon as possible. That would just leave her bored and with nothing interesting to do (well there's sex but still). She wants to draw this out, to tease and taunt them, even if she legitimtaely captures one of the Senshi she might decide to let them go so as to capture them at a later time as well as to confuse them as to her motives.
In other words there's no real rush or consistant countdown, her goal is the same as us writers;
To have as much perverse fun as we can for as long as we want.
Bwah! God dammit, I just realised; "Crazy Diamond"! XP Man, I loved Daimond Is Unbreakable! Favorite scene: "You finally said it. You said it yourself! I've been waiting... For HIM!" Turns around and there's Josuke having heard everything!
As Lawless said, since Amilia wants to draw things out, if she captures a Sailor she can let them 'escape'/be rescued/simply let go... _after_ applying some sort of physical change or mental compulsion to the Sailor in question.
This will encourage the Saliors to try and avoid capture, as well as move towards Amelia's goal of corrupting them.
She can even 'release' Ami/Mercury this way after a few battles (since 'without Mercury, you just aren't enough of a challenge.')
Maybe give Ami a compulsion to talk dirty. Her shyness combined with not realizing she's using raunchy language until it's out of her mouth would fit the perversion/corruption theme.
