I'm intending that this thread take a more comedic approach where applicable. Also, I intend that Akane is the only one that is transformed, but don't mind if someone branches off in some other direction.
I'm also very open to suggestions and ideas others may have regarding the direction of this story. If you do suggest anything, then thanks!
Awesome. Super fun! But the one potential drawback of the "magically slutty clothing" thing is that it tips your hand to Akane immediately. She isn't left to ponder just what the hell is going on. It's now already clear that someone is behind it.
Suggestions...hm. Well, not a suggestion, but I'm interested in seeing how everyone else reacts to her (and how she in turn deals with their reactions). Will Ranma choose her instantly? How will it affect her martial arts (beyond the obvious extra weight up top)?
The other girls at school would probably have really mixed feelings about her. There'd be jealousy and envy especially given the tarted-up version of the school uniform she'd be wearing, but they'd also all be a bit smitten with her too.
Maybe it slowly starts to shift her thinking a little? Not as part of the spell, but just as a consequence of being in that situation. When it's clearer where you're going, I can offer some more concrete ideas.

Well, Ranma would be a bit overwhelmed. Akane is now gorgeous and stacked instead of cute, removing one of her primary bits of nervousness.
Martial arts might end up fairly different, especially if she ends up retraining with Ranma.
It could be a very cute ecchi romance. With just this plot element though, it doesn't seem like a very comical setup :P
Curvier girls with magically slutty clothing? Hmm... I wonder who could be responsible for that.
You may not be intending that it affects anyone else, but it sure seems like something Happosai might inflict on any girls that are heirs of his school which Ranma is as well half the time. It seems like it would be perfect if the clothes revert when Akane or Ranma take them off (or when Ranma changes back), but stay in their sexier versions permanently if Happosai or perhaps any other guy steals them or pulls them off of her.
Would probably also be funny if only Akane and Ranma-chan know that anything is wrong with their outfits.
But if it affects Ranma too, then s/he'll still end up being the focus. The humor here is in seeing Akane reacting to this stuff. Ranma turning into a gorgeous girl has been done a jillion times...including in the other part of this thread. So yeah, I don't think it fits Ranma here.
As for who's responsible...Kuno is an obvious choice, but is that a bad thing? Maybe the change is that he got to start messing around with the Wishing Sword earlier and tried to make Akane into his dream girl or something, and it only affected her physically? Hell, I don't know. I'm sure you've already decided on an explanation anyway.

As my earlier comments hopefully indicated, I'm greatly interested in seeing this continue. I've thought quite a bit about contributing to it myself, but I wanted to wait and see how you finished establishing the setting first. There's still a lot that's unclear, particularly how other people will react to her.
If you want someone to bounce ideas off of, I'm quite happy to discuss them in detail. I have some suggestions that have been bouncing around in my head for the past couple of months, but I'd rather get some idea where you were thinking of going with this before I spew out a bunch of stuff. But I really, really want to see more of this, particlarly because I'm terribly interested in how Akane will deal with a situation like this one.
Plus, it's just such a well-written setup! It would be a hige shame for it to be dropped so quickly.
