"Now, Jessica," her mother, Jacki, started to say, but then stopped. Something odd was happening to the training pants. As she watched, they changed shape, becoming a cloth diaper before her eyes. "How the...?" she stammered.
How was simple. The training pants were really Brenda, who had been granted wishing powers. With those powers, she had accidentally turned herself into a pair of panties which, when worn, would grant the wishes of the wearer. But throught various circumstances, she had wound up as Jessica's training pants, and had to now grant the two-year-olds wishes.
So, when Jessica had wanted her diaper, Brenda had been forced to give it to her. And the quickest way to do that was to change herself into a diaper. She really wasn't happy with the situation, but had no choice but to obey her "master's" wishes.
Of cource, Jacki knew nothing of this, and just stared at the diaper. "What's going on here?" she asked.
