The first thing you have to look at is the original image...as a couple of other pixel pushers have pointed out the bigger the better.

The Nell Picture was on the small end....about 450K at 72 dpi...made for a pict about 5X6 inches...that doesn't give you a lot of pixels to play with, but it does have a couple of advantages.

On the obvious plus side...itís a great photo...very clear and sharp and Nell makes a great looking Lara...it was just screaming "enhance me!"

Obviously the folks at TR were looking to split the difference between pre and post teen fans by giving her a latex top...the head on shot with all that sheen screws up the depth of field in the photo and minimizes Nellís pretty healthy chest....can't be having that now, can we? I have a feeling if they give her the part she'll look great from the side  (grin)

Anyhow...due to the lack of detail/shading there was little chance enhancing (blowing up) what was there was going to look good. I suppose you could have resampled her chest at 200 dpi, and then used the Spherize function in the Distort Filter to create two shiny balls the same colour and put them back on her torso....but my instinct was this was going to have to involve a ready-made set of great boobs. Realistic cleavage and nipples are really hard to fake....in a case like this I think it's easier to colour an existing set and graft them on than to try to pump up what's already there.
