Tutorial - JamGD.
This is my first tutorial and has been requested by a few folks so I figured I'd put one together. Excuse any losses in communication between what I'm trying to say and what you actually read, but I hope this can help some people with their styles and techniques. I am just another artist and my opinions and technique are my own, however right or wrong it may seem it is how I do things and I am not saying my way is better than any other but it is just how I choose to do it. The image I have based this tutorial on is of Shamara, a girl from the Leisure Suit Larry series of computer games. It contains no background so a different tutorial may be of use to you in that area. Anyhow, this is what I did to make this image and I hope it can help you in some way.

Step 1 - Base Drawing
First I draw a rough sketch over a few layers to see what looks good and what doesn't. Once I see what I think is a reasonable outline for the image I clean it up and make this one layer called "Black lines". This layer does not appear in the final image and is just used as a guide through the rendering stages. It's always handy as an artist to have a bunch of references handy to draw from, if you have a particular pose in mind and can't get the body right it can be good to look at some photo's and what not so that when you draw your base the body is in propper proportion and perspective. This image was partially based on a photo I had for the pose, and facial references from the game this character is from. I want to make sure that the base is what I want as it can be very difficult to change anything once I get into to it.
