Aloha, below is the various tutorials of the coloring steps I've done over the years. Products used are PhotoShop 3.05 (will work on PhotoShop 4 & 5; might be similar to other paint programs), and LightWave 3D 5.6 (usually only for backgrounds). As of this writing, I'm still using a mouse for all my coloring. I do the line work in Pencil/and or Ink.

Some Basic Tips with PhotoShop:
1.) Use layers and always name them (It helps me from getting lost!)
2.) Save often!!! (I had a blackout after coloring a pic for three hours and forgot to save, had to do it over after much swearing of course!) I usually save to versions of the image.
3.) Don't be afraid to experiment (That's another good use for layers.)
4.) Determine your light source early, this will help out in making color decisions.
5.) Don't be afraid to color out side the lines. Sometimes to get the effect you need (esp. blur filters), you have to have that 'extra' area of color.
6.) Check out some Japanese CG or other CG sites for tutorials. Sometimes the effect your struggling on can be answered that way.
7.) If possible, work on a large scan, then shrink it to the size you want when finished. Also sometime during the coloring process, you may want to temporarily shrink the image to the desired size. Sometimes this will make minor 'mistakes' disappear, so you don't have to waste time correcting them.
8.) Play with the layer modes, I use multiply a lot for the colored layers
